Paull began to follow the vehicle. He ran the license plate through 911 dispatch to confirm it was expired. While waiting for the return the vehicle turned into the parking area next to the Ritz Movie Theater on Main Street. Cpl. Paull initiated a Traffic Stop with the vehicle in the parking area. 911 Dispatch advised the License Plate returned to a 2002 Toyota pickup which was now being displayed on a White Jeep Cherokee.Cpl. Paull walked up to the vehicle and the driver, a white male, got out and began walking to him. He was advised to get back into the vehicle. Cpl. Paull identified himself to the driver and explained why he was conducting the traffic stop.Cpl. Paull asked for current Proof of Insurance and Registration of the vehicle and the driver could not provide either. The driver did have a valid Arkansas Driver License but showed to be a convicted felon.Cpl. Paull withdrew his Police K-9, “Csipa”, from his Unit. He advised the driver he was deploying the K-9 to perform a free air sniff of the exterior of the vehicle. The driver was advised to exited the vehicle. Cpl. Paull began the search around the vehicle. Upon completion the K-9 indicated two alerts of possible contraband within the vehicle. The driver was advised due to the alerts on the vehicle there was probable cause to conduct a search. Upon search of the vehicle, Cpl. Paull observed a colored bandana stuffed between the driver seat and console. Once this bandana was retrieved and opened a loaded .22 Caliber Pistol was discovered. The driver was then place into custody without incident. Upon further search of the vehicle uncovered a small plastic case. Located in this case was a plastic baggy containing suspected Methamphetamine and other drug paraphernalia items.The driver was booked and transported to the Hot Spring County Jail and held on a $25,000 Cash or Professional Bond. All aldermen were present. The minutes from the January meeting were approved as written.The first item on the agenda was an ordinance amending ordinance No. 2010-07 and the budget for the City of Malvern for the year 2011, declaring an emergency. The first reading of the ordinance was approved and aldermen approved for the rules to be suspended and the ordinance to be read a second time by title only. The ordinance was then read for a second time by title only, and was approved to suspend the rules and to be read a third time by title only. Upon the third reading the ordinance was approved unanimously and was then assigned No. 20-03.There was no old business discussed at the meeting.The council unanimously approved the appointment of Brock Baker to the Planning Commission, Ward 2, who volunteered for by written letter for the position.Next up before the council was a resolution declaring two properties in the City of Malvern as unfit and unsafe structures. These locations are 1114 Bryant Street and 607 McHenry Street. The resolution was approved unanimously and was assigned No. 01-2012.The council lastly approved by unanimous vote to approve the bids for the purchase of a generator for the sewer system. There were no citizens in attendance to appear before the council.The mayor spoke to the council in his State of the City Address with information on the police and fire department calls; Malvern Police Department had 11,225 calls last year and Criminal Investigation Department had 2,429 which resulted in 787 felonies; Malvern Fire Department had 457 calls. The mayor spoke about the importance of false alarms being called in to the fire department. "It takes over $2,000 just to show up at the scene," Northcutt said. Northcutt also informed the council that last year was a very good year for severe weather in the city. Due to recent amounts of rainfall the roads in the area are wearing and the city has plans to begin fixing the problems in April. "We have to let the roads dry out before we can repair or repave them," Northcutt said. Northcutt also said that plans are to resurface approximately four miles of road this year.He also made the council aware that the investigation into the water works embezzlement was not over and state auditors were being brought in to work the investigation.He also announced that the city has over 800 jobs available that cannot be filled and Sykes will be having a job fair next month.Northcutt said he believes business has been good in Malvern and that some business may be seen moving to new larger locations in the coming year.Northcutt closed his address by thanking the city employees and elected officials for the tremendous job they have done in the recent year and said this year should be another good year. This year the event will be a “Toast and Roast of The Honorable Judge John W. Cole” on March 3 at 6:30 p.m. The evening will include dinner and both a silent and a live auction to liven up the action. Judge Cole grew up in Malvern and has lived in the Malvern and Sheridan area all his life. He was licensed to practice law in 1967. He retired in 2002 after 24 years of service but has remained active practicing a little law and accepting assignments by the Supreme Court. Cole is currently a Board member of Malvern National Bank and College of the Ouachitas. The Toast and Roast live auction will be conducted by Mark Badgwell, who will preside as the auctioneer. Along with the vehicle donated by Horn, Orange Beach Condo and Lake Hamilton Condo vacations, a flat screen television, a 3-wheel Go Go Traveler scooter, an I-Pad, an aerial tour, Razorback artwork, and much more will be up for grabs. He told her that an arrest warrant had been issued for failing to pay her bill. If she did not pay him right then, deputies would come to her home within minutes to arrest her. He said she would have to spend a mandatory ten days in jail and still have to pay the amount owed. Believing she did not have any past due bills, but not wanting to be late on any, she tried to find out more about the bill the caller was talking about. This made the caller angry and he increased his pressure to pay right then. The woman refused. She later called the number that appeared on her caller ID. Attempting to get more information about the bill she supposedly owed, they hung up on her.In another instance, a local man was called by a woman who implied she was with the Hot Spring County Sheriff’s Office. Unlike the alleged attorney who became angry with the woman just described, this caller was nice. But she threatened the man with arrest if he did not provide her with his credit card number immediately to repay a “payday loan”. The man knew that he had never received a payday loan and knew this to be a scam. “The woman never said specifically that she was with the Sheriff’s Office, but strongly implied it and threatened to send deputies to arrest the man if he did not give her his credit card information.”“Law enforcement will never call anyone asking for bank account or credit card information for past due bills. We are not a collection agency. Even if an arrest warrant has been issued for something like this, we will not be collecting the past due amount. We might collect a fine or bond amount, but that would not be until after the arrest warrant is served and certainly not over the telephone.”To help you from being scammed, please keep these tips in mind. Scammers may have quite a bit of your personal information and will use it trying to convince you that they are real debt collectors. There are any number of ways they obtained this information, but do not give them anymore than they already have! We all know that legitimate bill collectors can be very aggressive and will accept your checking account or credit card info over the phone to satisfy your payment. But you should know what bills you owe and if you are past due. If there is any doubt at all, do not give your information over the phone.Ask the caller for their information. What is the caller’s name? What company does the caller work for? What is their address? What is their phone number? Write this information down. Look it up on the internet. You may find web posts where victims have posted scammers’ information on line to warn others. Or you may find the caller is a legitimate bill collector. “We had one victim who provided investigators with the phone number the scammer called from. When we Goggled the phone number we found dozens of posts identifying the number as involved with scams.
